I have had leisure to read this case most attentively... I am much obliged to the Chief Magistrate for the great pains he has taken in the investigation, and I entirely approve of all that has been done.
With regard to the disposal of the prisoners, I should be obliged to withhold my sanction to the Chief Magistrate's suggestion that the Prisoners Law, Stow, and Wonguishe, (the principals) should be forwarded to Sunson for trial. Such a step, after this investigation, would be almost tantamount to pronouncing them to be guilty of the crime with which they are charged, and in that light, I have no doubt, but it would be looked upon by the Chinese Authorities, who would at once, agreeable to their system of criminal procedure, proceed...
